1. General provisions

1.3. Recommendation technologies mean information technologies that provide information based on collecting, systematising and analysing information about preferences of internet users located in the Russian Federation, within Article 10.2-2 of Federal Law No. 149-FZ of 27.07.2006, On Information, Information Technologies and Protection of Information.
2. Information provision on the website in its current version
2.1. The Owner publishes service information, sample questions, frequently asked questions and navigation links. Questions are allocated to predetermined thematic sections. Visitors independently choose sections and questions; visit history and preference information are not used for personalised information selection.
2.2. Visit history and accumulated user preference information are not used for personalised ranking of pages, services or questions. No personal preference profile is created to generate recommendations.
2.3. Categories and sources of preference information used for recommendation technologies and processes and methods for collection, systematisation, analysis and recommendation generation are absent in the current version because such technologies are not used.
2.4. Enquiry, subscription and security data processing is governed by the Policy and relevant independent bases. Yandex Metrica starts only after separate analytics consent; visit analytics do not themselves generate personalised recommendations. Thematic sections and the question builder do not constitute use of recommendation technologies either.
3. Conditions for possible introduction
3.1. Before providing information using recommendation technologies, the Owner publishes a new rules version here describing the actual system and start date.
3.2. The new version must describe processes and methods for collecting, systematising and analysing user preference information, ways of providing information based on it, data categories used and sources. The description must match actual algorithms and settings, including external services where used.
3.3. Before use begins, the Owner publishes information about recommendation technologies under current notice content and placement requirements. The Rules are provided in Russian with unrestricted, free access.
3.4. Technologies infringing citizens' or organisations' rights and legitimate interests, and provision of information through them in breach of Russian Federation law, are prohibited.
4. Personal data and consents
4.1. If introduction requires personal data processing, before it begins the Owner determines the applicable lawful basis, necessary data, purposes and periods, recipients and protective measures, and updates the Policy and other necessary documents.
4.2. If the basis chosen requires user consent, it is obtained before the relevant processing. Enquiry, analytics or advertising mailing consents do not automatically expand because these Rules are published or changed.
4.3. Publication of the Rules and continued browsing do not constitute consent to processing for future recommendations or create an independent basis for it.
5. User enquiries
5.1. Questions about information provision and possible breach notices are sent to the email or postal address in clause 1.2.
5.2. To consider a message, it is helpful to provide the page address, circumstances and a response contact. Enquiry personal data are processed as necessary on an applicable lawful basis under the Policy.
6. Changes to the Rules
6.1. The current version appears here with its number and date. Current status information changes when website operation actually changes.
6.2. This version does not set rules for an algorithm not yet introduced or replace publication of its actual description before launch.
